  • Herkimer County has teamed up with area businesses to give local veterans a break.
The county is offering the Return the FAVOR (Find and Assist Veterans of Record) program which provides veterans with a veterans’ identification card which they may use to receive a discount from participating businesses.
Herkimer County Clerk Sylvia Rowan said in conjunction with the Herkimer County Legislature and with the support of many local businesses, the county clerk’s office was able to install equipment to produce the veterans’ identification cards. The Herkimer County Chamber of Commerce has provided labels for participating businesses to display.
More than 90 area businesses from Dolgeville to West Winfield and from Richfield Springs to Old Forge have signed up to participate in the program. More are expected to sign on and Rowan said the list of participating businesses will be posted on the county’s website.
“It’s good for all the people that participate,” said John Scarano, executive director of the Herkimer County Chamber of Commerce. “Not only the veterans, but the businesses as well.”
He said the list of participants will also be posted on the Chamber website and he hopes it will encourage more Chamber members to take part.
A soft launch of the program began earlier this year and some 235 veterans already have their cards. Herkimer County American Legion Commander Les Crossett, of Middleville, is one of them. On behalf of the 1,200 American Legion members in Herkimer County, he thanked the county and pointed out the money veterans save in discounts will allow them to make additional purchases.
“It allows the families of veterans to receive more for their money than without the discount,” said Crossett. “This is a time when every penny is needed by every veteran.”
Crossett said there are about 5,600 veterans in Herkimer County.
“I’d like to see every veteran get a card and show the county the support they need to continue this program,” he said. “We need each other.”
He pointed out veterans are asked to call the county clerk’s office at 867-1129 to set up an appointment to receive their card.
Businesses that want to participate or would like more information may also call the county clerk’s office.
Ed Falk, of Newport, is another local veteran who already has his card. He said he has used it a few times to make purchases and added, “Until I got the card, it was difficult to prove you were a veteran. I appreciate that they’ve got this going.”
He noted there is also a statewide movement to identify veterans on their driver’s licenses.
Rowan said 34 of the 62 counties in New York state are now offering the Return the FAVOR program. She learned about the program from the Rockland County clerk during a meeting of county clerks. She hopes that eventually the county’s cards may be recognized by participating businesses all across the state. “A veteran is a veteran no matter where he’s from,” she said.

The Return the FAVOR cards carry several rules and conditions including the following:
    • The cardholder must present his photo ID to receive a discount.
    • The discount is available for the cardholder only.
    • The discount is not to be combined with any other discounts, sales or offers.
    • Discounts may exclude certain merchandise or services.
    • Discounts may change or cease at any time at the discretion of the participating merchant.
    • For an updated participant list, log onto the Herkimer County clerk’s website, www.herkimercounty.org and choose county clerk under department listing.
    • For more information, contact the county clerk’s office at 867-1129.
