Owners of rental dwelling units in the village of Dolgeville are now required to provide their name and an address and telephone number where they can be reached at all times.
In the event they cannot be reached, landlords must provide a local contact, to act on their behalf.
The village board of trustees on Monday evening adopted a local law to create a rental registration.
The law calls for all non-owner occupied rental dwelling units to participate in the registration.
“The village has a number of properties owned by persons who do not live in Dolgeville or in Herkimer or Fulton counties, which makes it difficult for the fire department, the police department and the Department of Public Works to contact the property owner when it’s necessary, especially when there is an emergency,” said Mayor Bruce Lyon. “This local law will provide the village with the names, addresses and telephone numbers of the property owners and their property managers so our departments will know who to contact if there is a problem or emergency at a property.”
Specifically, the law states every owner of rental property within Dolgeville must provide the village with their name, telephone number and mailing address. If the property owner does not live in Herkimer or Fulton counties, the law requires them to provide the name of an agent who may be contacted on their behalf and served summons, notices or mandates instituted against the owner.
The law also states owners of rental property within the village must post, and keep posted, the name, address and telephone number of the building’s owner; the name, address and telephone number of the person, firm or corporation responsible for the management of the building; and the name, address, apartment number and telephone number of the resident superintendent, if there is one, in a conspicuous place in a main public area of each rental dwelling unit.
This section of the local law, which was adopted unanimously with one trustee absent, does not apply to a one family house or to a two or three family house where the owner resides in the building.
In the event of a change of ownership, a change in the designated agent or a change of the resident superintendent, the landlord is required to file new designations with the village within 30 days.
Failure to comply with the local law will result in a fine of not less than $100 and not more than $500. Each week a violation continues will be deemed a separate offense.
In other business Monday evening, the board of trustees scheduled a special meeting for Tuesday, Nov. 27, at 6:30 p.m. at Village Hall for the purpose of discussing water user definitions.
