REMSEN — A 39-year-old central New York man has been ticketed for speed unreasonable for road conditions and reckless driving after his pickup struck a parked car and then a building.
Oneida County sheriff’s deputies tell The Observer-Dispatch of Utica crashed into a vehicle that was parked in a driveway, nearly striking a man shoveling snow. The pickup then crashed into an apartment building, briefly trapping occupants inside.
Rescuers observed Mulligan inhaling an aerosol product as they approached his truck. Mulligan told deputies he was nervous and trying to deal with the stress.
Mulligan, also charged with operating a motor vehicle on a suspended license, was taken to St. Elizabeth Medical Center in Utica for treatment.
